RESDC  Data sharing management regulation

First: in order to fully display the Data Center for  Resources and Environmental Sciences Chinese Academy of Sciences(RESDC) gains or the management data function, protects its property right effectively, the standard data management, and speeds up my courtyard resources environmental science data sharing advancement, enhances the scientific research and the management level, according to the national relevant law, the laws and regulations formulates "Chinese Academy of Science Resources Environmental science Data central Data Sharing Management Temporary regulation" (i.e. "Rule", similarly hereinafter).

Eighth: “RESDC Headquarters” is responsible for the data central the data integration manage and share the service; “Divides the center” to be responsible for respective special data and the region data integration manages and shares the service.

Ninth: “RESDC” should carry on the inspection to the data quality, conforms to the requirement only then to go into storage.

Tenth: “RESDC” provides sharing the data to have to pass through the standardization, standardized processing, and attaches a Yuan data and the data dictionary.

12^th:  user graduation
The data user type division is 5 levels, respectively is:
level1 - - “the center” (including “RESDC Headquarters”, “RESDC-Branch”) accommodates alongside the unit;
level2 - - Chinese Academy of Science respective other research institutes; 
level3 - - domestic scientific research, education unit and other nonprofit organization;
level4 - - domestic other user
level5 - - international users

14^th：“RESDC Headquarters” carries on the management through the user management information system to the user, including user's status authentication, data application and note for use, information feedback and so on.

15^th：User must be able to have the data use application power after the registration authentication code.

16^th：When user application service data, must really fill in the data use request form, sign the data use permission contract.
The data use request form from “RESDC Headquarters” the establishment, the unification provides “RESDC-Branch”. The request form content contains the user name, the status authentication code, the particular data demand description, the use goal and so on.The data use permission contract should include the following provision

(1) May use the way, the jurisdiction, the deadline; (2) Permission use reward means; (3) Permission contract period new property right ownership;(4) Violation responsibility; (5) Both sides thought needs to agree other contents.

17^th: all levels of users may pass “RESDC” the website or other ways hand in the data use application. The region data or the special data use may apply to “RESDC-Branch”

18^th: user may on the net glance over, the inquiry and the downloading data resources in “RESDC”; on the user net operates the jurisdiction to stipulate in the data use permission contract.

19^th: sharing data and the user limits
 All may share the data free to  level1 of,  level2s of users provides, other user basis sharing rank difference treatment.

20^th: data use charge divides into the production data the cost price and provides data sharing the service fee.

21^th: data production cost price and service fee collection means separate making.

22 ^th: user logarithm occupies the special demand; “RESDC” may according to user ordering request processing, need the expense to consult the determination by both sides.

23 ^th: all users the data which provides to “the center”, only enjoys limitedly, does not arrange his right of use.

24^th:user does not have paid or free transfers it the data which obtains from “RESDC”, carried on the unit including the user after these data to convert, the medium transforms the recent data which or the measurement transformation formed.

25^th: user does not have the data which obtains from “RESDC” outward to distribute directly it, either serves as outward distributes or for exterior use database, the product and a service part, also does not have to serve as indirectly produces their foundation.

26^th: user the data use which obtains from “RESDC” must the consistency which stipulated with the data use permission contract in, needs to change when the use must apply for and the signature permission contract.

27^th: unit users the data which obtains from “RESDC”, may in the sign use permission contract unit's internal distribution; May deposit is only supplying on the local area network which this unit uses; But does not have with WAN, the Internet to connect.

28^th: user produces in the service data in all achievements must label the data to originate, and must submit this achievement “RESDC” the archive.

6.       Spatial scope: Needs the data cover the spatial region quantification target, like administrative area code, latitude and longitude scope and so on.

7. time (section): The data represents time or time section.
